There was a division earlier this year that rocked the world. Turned brother against brother and fiend against friend. Team Cap or Team iron Man. (I'm definitely Team Cap. Just in case you were wondering.)
Actually it wasn't nearly that dramatic, and there was no reason for it to be. Captain America wasn't in the wrong, but neither was Iron Man.
The entire movie is an emotional exciting action packed block-buster. Which lives up to its predecessor. I've always thought the Captain America movies were the best out of the Marvel movies including the Avengers.
It starts off with you usual Avengers team chasing Rumlow (From Captain America The Winter Soldier.) who has a biological weapon. Just as Captain America drops his guard and almost gets killed by Rumlow. Scarlet Witch saves him, but she doesn't have total control over her powers and destroys a corner of a building. Several people are killed and more are wounded. Pile this incident on with Sokovia, New York, Washington DC etc governments of the world decide together to create the Sokovia Accords. Which regulate the Avengers movements and takes away there independence.
They fight both sides trying to do the right thing. A member of Team Iron Man lets Cap and Bucky escape. But the other members of Team Cap are arrested and sent to the top secret superhero max level security underwater prison. (Very scary.)
We see Tony figure out about Zemo and that it was him all along. So he goes to the prison to ask Sam where Cap is going so he can help. He realized the truth and isn't after them anymore. Sam tells him and he heads to Russia. Tony flies off to help, but when presented with the truth about his parents death by Zemo he has a very different reaction.
Overview:
Both sides react to a series of events differently as people do. With one unfortunate incident (purposely timed) after another it turns into a fight.
Mostly people doing the not right thing for the right reason.
Throughout the movie you will notice friends uncomfortable with the division and most aren't totally aliened with their side except for a few who are loyal to the cause or the leader of that group.
Oh, and Steve and Sharon kiss. :p

Obviously this goes against everything Cap stands for. They have to sign it or retire. Most of them take a side, Hawkeye retires and Scarlet Witch is basically under house arrest with Vision guarding her.
The meeting with the governments to decide what to do is bombed and everything points to the Winter Soldier. Police are sent after him, but Cap and Sam are caught trying to help him get away and they are all arrested.
They are taken to a secure facility and Bucky is shackled in a portable cell. They take Sam's flight suit and Caps shield. Soon Zemo activates Bucky for HYDRA. posing as the psychiatrist he turns Bucky into the Winter Soldier again and has him break his way out. Zemo gets away in the confusion. Cap chases Bucky he is getting in a helicopter by the time Cap catches up. The Winter Solider tries to take off and the helicopter is demolished and they both end up falling off of the building into the body of water below. Cap saves Bucky who is unconscious.

Sam and Cap trap Bucky's arm in a huge vice just in case he is still in HYDRA mode. When he wakes up he proves to Steve that he is back to normal thanks to getting knocked out. When questioned about Zemo Bucky reveals that when he was still a soviet assassin there were other Winter Soldiers. And that Zemo must want them to help him fight his war. So Team Cap must find a way to get out of the country to go after him. We catch back up with Hawkeye and find out he brought Scarlet Witch and Ant-Man to help out. So here we have the teams.
Team Iron Man:
Iron Man, War Machine, Vision, Spider-Man, Black Panther, and Black Widow.
Team Cap:
Captain America, Falcon, Winter Soldier, Ant-Man, Hawkeye and Scarlet Witch.
